learn other language. They expect that every one in the world should

If we all can learn english, then they can also learn other languages

All the people in a country speak a maternal language but you must also
bear in mind that many people live in countries that include other
languages and in some they are also official languages. For instance in
Spain with many other officially recognized languages such as Catalan and
euskera for instance.
And all the "ingleses del mundo" will learn the language they want wihout
any commands from anybody. Even you can learn as many languages as you
want and no one will fault you for that !
