you really want to learn it right i.e. reading,
writing, speaking:
Then study for three years in the US or Europe. Learn
grammer and reading/writing. At the end, you will have
a firm base but not be able to speak very much at all.
So then you go off to China or Taiwan to catch up on
the speaking side. In one full year, you'll be 80%
fluent.
On the other hand, if you want the fast route, forget
about studying first, just run off to Taiwan or China.
You'll will learn passable Chinese in one year or
more, BUT you will probably never learn reading and
writing properly.
Of course, there are always exceptions
