Question:
MIGS is the distance learning graduate school of the Centro de Estudios
Universitarios, in Monterrey, Mexico. I tried to find out what equivalency
is recognized in the U.S. for this school. I have discovered that while the
school itself may be recognized, the particular program itself might not be.
Following is what 2 of the evaluation services we contacted had to say:
1. After several emails going back and forth trying to have them get the
name of the school straight, one service had this to say:
"The Instituto Tecnologico y de Estudios Superiores de Monterrey is
recognized and offers Master's programs." I have no idea what this has to
do with MIGS.
With regard to Heriot-Watt, this same service said: "The Heriot-Watt
University is a recognized institution in Scotland. However, the
Heriot-Watt Business School MBA Series Distance Learning Study Programme is
not a program for which we would recommend university-level credit."
2. Another evaluation service said: "We recognize degrees from the
Monterrey Institute of Technology and Higher Studies/ITESM...and from
Heriot-Watt University. However, we have never evaluated their
distance-education programs. Recognition would depend on requirements for
entrance, length of program, required coursework for the program, etc."
Since there was also some confusion with the Spanish to English and
vice-versa translation of the MIGS name, after a couple of emails back and
forth, this service added: "We...indeed do credential evaluations for the
Centro de Estudios de Mexico." I have no idea what this means, since doing
credential evaluations is not the same as saying that the outcome of such
evaluation is equivalency. I'm not even sure they are referring to MIGS,
since the name is not identical.
Answer:
When we asked 12 equivalency services about Heriot Watt in 1992, 11 said they
evaluated it either as equivalent to an American regionally accredited MBA or
to an American Master's degree in business. And one, ECE in Milwaukee, said,
and continues to say, what they told you. They declined to look at either the
courses or the exams. Just another reminder of how these services do not speak
with anything near a common voice, which is why I am forced to recommend
'shopping around' to find one that closest to the answer you want.
