Who should pay for ESL training?
Answer:
ESL should be paid for primarily by the federal Government ,If funding is not
adequate ,then a user pay system should be put in place. It makes no sense that
the finite resources in the education system be stretched to the point where
all students become handicapped eg Portables , lack of enough textbooks etc
while at the same time the current "underfunded" ESL programs use up additional
funding . Where is the money ??? ,It is taken out of the general education
funding - which affects all of the students. The Federal Government should be
held fully accountable for the mess that they have left the provincial and
municipal governments - there is no such thing in nature as infinite high
growth ,high growth for growths sake is not natural - short term economic
benfits with long term environmental problems ,
I am not knocking immigration ,after all we are all immigrants if
you go far enough in the past ,we should strive to
balance the human resources needed in Canada with what we can actually
support and afford .
Over the long term neither the debt-ridden Federal government,the province or
the municipalities have the resources to build new transportation ,sewer and
water systems ,schools ,pollution abatement facilities etc.The monies required
to support the required infrastructure needed by high growth will probably run
in the billions $$$.Are we ready for more taxes ?? ,We are already taxed to the
max and what little wriggle room is being looked at for "fines" and so called
"fees" . It is strange that our Federal Government has no real longterm plans
when it comes to our human environment and the quality of life ,which all
Canadians pride themselves on.Unchecked growth can seriosly ruin what we have
built here in Canada. Are we to give away our children's birthright for short
term gains ? There has to be a reasonable and logical way to solve these
problems for the common good.
