system (DOS, Unix, Windows98, etc..) which is freeware or reasonably-cheap
shareware?

Seems to me I've seen this question from you before.
The short answer is, there is no commercially available English grammar
checker that is worth the money you pay for it. As far as I'm aware, that
includes the free ones as well.
The problem is that English grammar is fiendishly difficult to model in a
computer program. Every grammar checker I've seen complains about so many
legitimate things that it's useless as a guide for students or foreigners
as well as for native speakers.
