Does such a thing exist? if so where can I find out more. I'm a
recruitment consultant with a degree in Psychology and would like to offer
exciting jobs to people in foreign country, once they get there they would
need to learn to speak the local lingo. Can I test that they are capable of
doing this???

for testing people's English skills theres "Test of
English as a foreign language (TOEFL)" and "Test of English as a second
language (TESL)". Although those focus on written language. Try
tracking down the publishers of those tests and see if they have
something that meets your needs.
