I teach Grade 8 French Immersion and the rule is "no speaking English in
class." However, I find this difficult to enforce. The student - teacher
interaction goes on in French, but as soon as they start interacting with
each other, they revert to English. Does anyone have any system, rewards or
consequences, inspirational, creative or just plain enforcement that really
works well with this age group?

Firstly I'd be glad to introduce myself.
I am an Italian boy who likes English very much, and I ensure you it's not
so common here in Italy to "love" a second language... but I consider English
as a rare opportunity to communicate with people all over the world.
Even being a student, I have your same problem.
I adore free conversation and my mates are perfectly alike to your students.
My teacher seems to have solved this awkward problem.
After a 30 minutes conversation, she gives us a 5 minutes pause in which
we can talk about whatever we want in Italian (or also English if we prefer)
We also organize a "team play" game by dividing the whole class into two
parts.
Students must deal about the most common social topics with new ideas,
considerations,
always trying to stir up debates and different points of view.
