What type of educational resources are there to teach english to native-chinese adult speakers?

Answer:
I don't know about your part of the country, but in many places there
are adult literacy programs. While they were developed to help any
adult become literate some groups include ESL (English as second
language) instruction along with straight adult literacy. In my area
the programs are centered in the public libraries, but that may just be
a local thing. Most of the instructors and staff are volunteers.
