I am a new teacher and having problems with my students not completing
homework. Our math department adopted that all math homework, tests and
quizzes must be signed by parents. I've called parents, but still not
signature for the few that do homework, but still having overwhelmingly
the majority of students with no homework. I teach pre-algebra to 7th
grade at-risk, limited english students. Could you please share some
incentives ideas.

It seems to me that if your students are
at-risk and have limited English proficiency they have bigger problems in their
lives than worrying about homework.
Teach as much as you can in class. Reward extra work done at home as extra
credit, use worksheets so they don't have to lug books home. You have
contacted the parents (whom we also assume are of limited English proficiency),
but neither they nor their children are placing a high value on learning. This
is sad, but it is likely that many of these families are struggling to survive.
Encourage where you can and condemn as little as possible. You may end up
being the teacher who turns lives around.
